When Victor Elbricht saw The Red Legion expanding in a way he hadn't predicted, he immediately turned his brilliant tactical mind to a way to accommodate this expansion. He needed information about the outlying lands of the Free Nations in order to more effectively deal with situations as they arouse, and he needed it in a discreet manner.
Victor turned to the... less savory men under his command. While he trusted all his men with his life, some of them were less of the front line combatant type, and more of the 'stab-you-in-the-back-and-watch-while-you-bleed-out' type.
He chose five of these men to be the 'fingers' of the scarlet hand of The Red Legion, reaching our across the Free Nations to gather intelligence for him. The name stuck, and The Scarlet Hand was born.
No one knows who the five fingers of the Scarlet Hand are at any given time, but they are the undisputed leaders of the organization, and undoubtedly some of the most powerful men and women in the Free Nations.
Though they officially operate out of one of the dungeons in the main Citadel in Kiergard, the Hand employs the use of a secret tunnel system that winds underneath the entire city, growing as the metropolis does.
To this day Victor doesn't ask for operational details from the Red Hand. They get their job done, and he lets them do it... by any means necessary.
